In Quebec, le Ministère de l'environnement du Québec has set up an agency called the Société québécoise de récupération et de recyclage to oversee the management of hazardous household waste. Better known as RECYC-QUÉBEC, this agency has the mission is to promote, develop and encourage the reduction, reuse, recovery, recycling and reclamation of containers, packaging, materials and products in order to conserve resources.
The recovery, transportation and reclamation of products produced by the paint industry are amongst the activities targeted by le Ministère de l'environnement and covered by specific regulations.

Chapter Q-2 Environment Quality Act The Environment Quality Act covers the subject of the environment as a whole. In addition to defining residual or hazardous materials, it outlines the major objectives pursued by the government, and the powers and obligations of the parties involved, including the delegation of certain responsibilities and interventions by means of regulations.
Chapter S-22.01 An Act respecting the Société québécoise de récupération et de recyclage The Société québécoise de récupération et de recyclage was created by an act passed by the Quebec government. The act determines the organization’s structure, management methods, and objectives. RECYC-QUÉBEC is responsible for informing the public, municipalities, companies, merchants, citizens' groups and potential partners of their respective responsibilities and obligations and the role that they can play in the recovery and recycling of hazardous household wastes.
As for paint industry products, there is now a regulation that allows paint manufacturers to ensure the reclamation of discarded paint and paint containers through an organization recognized by the Ministry of the Environment.
Q-2, R.20.01 Regulation respecting the recovery and reclamation of discarded paint containers and paints This regulation, adopted in June 2000, paved the way for the creation of Éco-peinture, a nonprofit agency that is entirely funded by the paint industry. Its mandate is to implement or financially sustain the development of an ongoing program to recover, recycle and reclaim fixed amounts of residual paint, as per its objectives.
In order to achieve its goals Éco-peinture works in close cooperation with Peintures récupérées du Québec inc. Over the past few years, Peintures récupérées du Québec inc has developed some unique expertise in reclaiming residual paint. An initiative of the CFER (Centre de formation en entreprise et récupération) network in Victoriaville, Peintures récupérées du Québec inc. picks up leftover paint from a number of collection points across Quebec and separates the products by type, and then by colour. Using a number of industrial filtration, processing and separation processes, the company is able to market a quality product sold under the “Peinture récupérée” name.
